Perhaps regional & city planners could document the number of unused hours of track & off-track vehicles, incl. bus lanes, already in-place, sunk cost, opportunity cost, & add "Trunk-Line-Feeder" services for cargo only & combi vehicles, to generate massive "fixed" revenues to support the entire Public Transport System (PTS), expose the unnecessary, in some cases unsustainable, costs of duplication in conventional cargo distribution strategies, & greatly reduce the unnecessary costs of conventional debt financing, & "all that comes with that."
In the short term you can expect a reduction of endless bottlenecks that have multiplier effects on emissions & all costs associated with drag on cargo & passenger throughput for the real economy, not the least of which is capital utility,
Required: Legions of standardized, very fast on-off, (RFID/IoT/AI), Roll carts, including, non-motor cold-chain units, contributing upstream unitization & downstream selectivity, connecting endless other "Feeder" vehicles & facilities, of many functions, to produce optimal time/place utility, & "all that comes with that." Vehicle & facility compatibility is not that daunting a task. food for thought.....
